On September 29, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Environmental Protection, the State Administration of Work Safety, and the Ministry of Land and Resources jointly issued the “Urgent Notice on Strengthening the Safety and Environmental Protection of PX and Other Sensitive Products†and proposed that safety be taken. Four measures such as environmental protection inspections, improvement of emergency plans, strict implementation of project approval requirements, and enhancement of industry access standards have strengthened the safety and environmental protection of sensitive products such as PX, especially highly toxic chemicals.
The "Notice" pointed out that at present, there are 3,823 varieties listed in the "List of Hazardous Chemicals" in China and 335 varieties are listed in the "Chemical Catalog of Highly Toxic Chemicals". PX is only a type with a relatively low risk. However, it is worth noting that in recent years, some companies have neglected the safety production management of hazardous chemicals, and successive production safety and environmental pollution accidents have caused adverse social effects.
In order to strengthen the safety and environmental protection of sensitive products such as PX and especially highly toxic chemicals, the “Notice†states that: First, the state will carry out safety and environmental protection inspections in accordance with the requirements of the “Safe Production Law†and the “Environmental Protection Law.†Existing PX and other sensitive product manufacturing enterprises must implement full-time, full-process, and all-round safety and environmental protection management. If problems are solved in a timely manner and rectification fails to meet the targets, they must stop production immediately. For the projects under construction, the project owner must ensure that the site selection complies with national safety and environmental protection standard specifications.
Second, local governments at all levels and production enterprises must strictly follow the regulations for the management of hazardous chemicals to establish and improve preplans for dealing with safety and environmental accidents. Manufacturers of sensitive products such as PX must strengthen organizational leadership, improve the emergency response team, improve material reserves, conduct emergency drills on a regular basis, and enhance the ability to prevent accidents from expanding and spreading. When a natural disaster such as an earthquake, typhoon, tsunami, or flood occurs, a scientific and effective emergency plan is initiated in a timely manner.
Third, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Environmental Protection, the State Administration of Work Safety, the Ministry of Land and Resources and other departments must strictly examine and control the safety, environmental protection, and land approval procedures for construction projects and strictly examine them. Strengthen the management of factor resources, and local related departments shall not allocate essential resources to non-compliance projects that have not been approved. The project owner unit shall perform the project review procedures in accordance with laws and regulations, and must not approve the construction of the project first and then approve the construction of the project.
Fourth, the National Development and Reform Commission, the Ministry of Industry and the Ministry of Industry and other departments have stepped up efforts to improve industry access standards, and conducted in-depth research on current access standards for sensitive industries such as PX from the perspectives of safety precautions, environmental protection, and resource utilization, and raised industry access barriers to carry out project construction.
