The letter was submitted to the Minister of the Ministry of Industry and Information Technology on June 18, and was attended by four major automobile industry associations: the American Automobile Policy Committee (AAPC), the European Automobile Manufacturers Association (ACEA), and the Japan Automobile Manufacturers Association (JAMA). "We have common concerns about the planning of new energy vehicles in your country. Therefore, with the deepest respect and adherence to other regulations and related policies, we have proposed six amendments." The letter stated, "The implementation date provided by the Chinese government's quota plan is too optimistic and difficult to achieve. If no change is made, it will cause confusion in the product line of all operating car companies in China. The specified date needs to be delayed by at least one year. And need to be more flexible. According to the planning of China's new energy vehicles, by 2025, hybrid vehicles and electric vehicles will account for at least one-fifth of the total new car sales, and the quota system will be implemented in 2018.

Foreign car companies want plug-in hybrids to get more points, not only the new models can get points, but also the models already available. In addition, foreign car companies also hope to be able to purchase points for new energy vehicles from the Chinese government.

The letter to the car said that if the car companies that failed to meet the quota were banned from importing or producing non-new energy vehicles, it would be an unprecedented step that could bring disruption or confusion to the Chinese and global automotive industry.

In terms of financial subsidies, the letter to the car companies called on the Chinese government to treat all electric vehicles and battery companies equally, whether local or foreign companies. For the time being, the fiscal subsidy policy does not apply to imported products. "The preference for domestic enterprises will make foreign car companies in China at a competitive disadvantage, affecting the completion of the set goals, and China is likely to fall into international trade disputes."
