In response to the financial crisis, the Chinese government decided to implement 11 of them in advance, including large-scale oil and gas fields and CBM development and water bodies. These 11 special projects all have a good foundation and market prospects. They can be industrialized within two to three years, and have an important role in the current industry development and expanding domestic demand.
As early as last June, the Standing Committee of the State Council discussed and approved in principle the implementation plan for large-scale oil and gas fields and major CBM development projects. The Chinese government plans to break through the key exploration and development technologies such as onshore oil and gas, offshore oil and gas, and coalbed methane through the implementation of this special project, so as to enhance the independent innovation and development capabilities of China's oil and gas and coalbed methane industries, and provide a reliable guarantee for the national oil and gas demand.
The major special projects of water pollution control and treatment technology were also started in February this year. The special project will focus on strengthening demonstration projects such as Taihu Lake, Chaohu Lake, Liaohe River, Huaihe River, Haihe River and the Three Gorges Reservoir Area, and strengthen the research and development and industrialization of sewage and sludge treatment and disposal equipment and environmental monitoring equipment. Through technology and equipment development and demonstration project construction, the development of environmental protection equipment industry and service industry will be accelerated, and technical and equipment support will be provided to stimulate domestic demand, and the water quality environment in the demonstration area will be significantly improved.
In addition, China will also accelerate the implementation of major special projects for the creation of major new drug technologies, including accelerating the research and development of chemical drugs. It is required that by 2020 the research and development capabilities and level of Chinese chemical drugs should approach or reach the international advanced level.
It is reported that the central government will centralize funds and promote the implementation of 11 special projects. According to the budget, the amount of funds allocated this year will be 32.8 billion yuan, and about 30 billion yuan will be allocated in 2010.
