6 departments decided to stop the production of 5 highly toxic pesticides

In order to guarantee the quality and safety of agricultural products, and with the approval of the State Council, it has been decided to prohibit the production, distribution, and use of five highly toxic pesticides, including methamidophos. This announcement outlines the key measures that will be implemented to ensure compliance and protect public health. The five pesticides banned are: methamidophos, parathion, methyl parathion, monocrotophos, and phosphine. Their chemical names are as follows: O,S-dimethylaminophosphorothioate, O,O-Diethyl-O-(4-nitrophenyl) phosphorothioate, O,O-dimethyl-O-(4-nitrophenyl) phosphorothioate, O,O-dimethyl-O-[1-methyl-2-(methylcarbamoyl)]vinyl phosphate, and O,O-dimethyl-O-[1-methyl-2-chloro-2-(2-diyl)carbamoyl] vinyl phosphate. Starting from the date this announcement is issued, the pesticide registration certificates, production licenses, and production approval certificates for these five chemicals will be revoked. Additionally, their production and distribution across the country will be strictly prohibited. However, manufacturers who had valid export contracts in place before this announcement may continue to produce these pesticides until December 31, 2008, solely to fulfill those contracts. All such activities must comply with existing regulations on the management of dangerous chemicals and the import and export of toxic substances. The use of any of these five pesticides—either alone or in combination with other substances—is also prohibited nationwide, effective immediately. All relevant administrative departments, including those under the National Development and Reform Commission, Ministry of Agriculture, Ministry of Industry and Commerce, State Administration for Industry and Commerce, State Environmental Protection Administration, and the State Administration of Work Safety, are required to enforce these regulations strictly. They must monitor and manage the production, circulation, and use of pesticides in accordance with the "Regulations on the Administration of Pesticides" and other related laws. Any illegal production, sale, or use of these banned pesticides will be investigated and punished according to law. This measure reflects the government’s commitment to safeguarding both agricultural productivity and consumer safety. It emphasizes the importance of responsible pesticide use and aligns with broader environmental and public health protection goals.
