1. The filling unit of the chemical liquid transporter shall establish and improve the filling management system. The filling personnel shall be qualified by the technical assessment of the enterprise. When filling or discharging, the operator and the escort shall not leave the site. 2. Before filling the chemical liquid transport vehicle, the filling unit must have a special person to inspect the tanker. Any one of the following conditions should be properly handled in advance so that it can meet the filling safety requirements; otherwise filling is strictly prohibited:
(1) The tanker fails to meet the periodic inspection or fails the inspection;
(2) The lacquer color, nameplate, typeface, marking of the tanker are inconsistent with the media installed, or the wording, color, and marking are not easy to identify;
(3) The appearance of corrosion is serious or there is obvious damage, deformation, poor sealing of the tank, leaks at accessories, etc.;
(4) Incomplete safety accessories, damages, malfunctions or inconsistent safety regulations;
(5) The type and quality of the residual media in the tank cannot be identified or there is no residual pressure in the tank (except for new tankers or tankers after maintenance);
(6) The oxygen content of gas in liquefied petroleum gas and liquid ammonia tanks exceeds 3%;
(7) The railway tanker chassis exceeds the inspection and repair cycle, chemical liquid transport vehicles have no valid inspection certificate and driving certificate issued by the public security vehicle management or traffic supervision gate;
(8) The car tank tank number does not match the vehicle number;
(9) The fixing device between the tank car body of the car and the vehicle is not firm or damaged;
(10) Drivers and escorts of tank cars have no valid certificates or escorts.
