Franklin Park ffs go to arbitration

The firefighters' union in Franklin Park is taking its dispute with the village to arbitration, more than a year after their previous contract expired. The International Association of Firefighters Local 1526, led by President Douglas Halverson, has decided that negotiations have reached an impasse and that arbitration is now the only way forward.

"For the past 50 years, we've always been able to find common ground without ever having to go this far," Halverson said during a public comment session at the Franklin Park Village Board meeting on Monday evening. "We've already spent tens of thousands of dollars in talks, and that number will double by the time the arbitration process ends."

The arbitration, set to begin on Wednesday, July 15, is not just about the new contract — it also includes several unresolved grievances. These include two years without raises, the closure of a fire station, the fact that union members are staffing ambulances at lower wages, and the lack of additional firefighters to bring the department up to full capacity.

"When you meet behind closed doors, have you asked why there are so many grievances now?" Halverson questioned the board. "Have you considered why we filed an unfair labor practice claim? Have you even thought about how we could avoid arbitration? This union only took action after every other option was exhausted."

According to documents obtained by the Franklin Park Herald-Journal, the last collective bargaining agreement between the village and the firefighters’ union ran from May 1, 2012, to April 30, 2014. Talks started well before the contract ended and have continued into this year.

Halverson explained that the union agreed to certain concessions, such as staffing ambulances at reduced pay, because the village had previously claimed it was facing a budget deficit. The union believed that once the contract expired, the village would provide better funding for the department.

"For the first time in my career, we're running a ladder truck with just two firefighters," he said. "This is not safe, and it's not sustainable."

Franklin Park officials, however, say they have made a fair offer to the union. In a statement emailed to the press, the village’s attorney stated, "The village has negotiated in good faith and has worked to address many of the concerns raised by the union leadership. We believe the compensation package offered is fair and equitable and remain committed to finding a reasonable resolution to the union’s salary and financial demands."

Unlike court litigation, arbitration is a private process where both sides select an impartial third party, known as an arbitrator, to oversee the proceedings. Each side presents evidence and testimony during hearings, and the arbitrator makes a final decision within 30 days. Both the union and the village share the cost of the arbitrator’s services, as outlined in the most recent contract.
