Ballot question to determine Warrenville FPD trustees

A proposed ballot measure in Warrenville could determine how fire protection district trustees are selected, and this decision may have a significant impact on whether the agency joins future consolidation efforts in DuPage County.

Voters will have their say on April 7, deciding whether the three-member board of the Warrenville Fire Protection District should be elected or appointed. Currently, the board members are chosen by the DuPage County Board Chairman.

"As citizens, we have very little influence over who our district's leaders are," said William Mennell, a resident who gathered over 1,600 signatures to put the question on the ballot. "It's time people had a say in who is making decisions with their tax dollars." Mennell, who also serves as the president of the fire protection district board, emphasized that the initiative was driven by residents, not the board itself.

In 2012, a consulting firm hired by the county recommended that DuPage County partner with local fire protection districts to explore consolidation options. Warrenville was one of the districts studied before the final recommendations were made.

However, the consultants found that Warrenville’s district is financially stable. Mennell argues that the district already provides high-quality fire and ambulance services and doesn’t need to be merged with others.

"Consolidation can work in some cases," he said. "But in Warrenville, we believe bigger isn't always better."

Board Chairman Dan Cronin, who has been praised by Governor Bruce Rauner for his work on consolidation, questions the motives behind the ballot initiative. He claims that county officials have been pushing for greater transparency and accountability in the fire protection district in recent years.

"It's no secret they've resisted these changes," Cronin said.

Cronin noted that the fire district adopted DuPage’s ethics policy but refused to sign an intergovernmental agreement that would make the policy enforceable. He also mentioned that the county has repeatedly encouraged Warrenville to join the West Suburban Fire/Rescue Alliance, which has helped reduce response times and share resources.

"To date, the Warrenville Fire Protection District has shown no interest in joining," Cronin said. "They seem to want to maintain their own control." He added, "Whether the trustees are elected or appointed doesn’t matter to me—what matters is that the district remains efficient and safe."

Mennell, however, pointed out that the district already collaborates with other departments to share equipment and services. Kate Perkins, a former trustee working to support the ballot question, argued that Warrenville needs a voice in any future consolidation plans.

"We won’t have a say if the trustees are appointed," she said. "They’ll answer to Dan Cronin, because he’s the one who appoints and removes them."
