From February 21, 2009, Jiangxi Province completely abolished the government reimbursement of second-class highway tolls, altogether canceling 83 toll stations and 13 second-grade highway projects under construction to repay loans. In 2011, Jiangxi launched a special treatment of toll highways within the province, withdrew the toll gates of the Nanchang Silver Triangle on the 105th National Highway, reduced the toll standards for Nanchang Changbei Airport Expressway, and cancelled the 105 national highway Xiajiang toll station in advance. Starting from March 1 this year, 12 ordinary highway toll stations affiliated to the Jiangxi Provincial Department of Transportation will stop charging. The toll stations affiliated to the provincial and county governments of the province will also gradually cancel charges before the end of 2013.

After Jiangxi cancels the charges for ordinary highways, it will no longer approve new ordinary highway toll collection projects. The road production rights of these roads will be handed over to the local road department, and the local highway department will be responsible for the maintenance and management. Ordinary highway maintenance funds also have a fixed source, and the state and local finances have allocated certain road maintenance funds for necessary road maintenance.

Cancelling ordinary road tolls has eased the financial burden on passers-by and facilitated the travel of ordinary people. After cancellation of charges on ordinary highways, relevant departments throughout Jiangxi will intensify highway supervision and prevent continuing charges and disguised charges from appearing at the sites where fees are abolished, and it is necessary to earnestly safeguard the seriousness of this policy of favoring the people. At the same time, after eliminating tolls on ordinary highways, the traffic volume will undoubtedly increase substantially, and the problem of overloading will also be exacerbated.
