Oil and Chemical Reduction Experience Exchange Meeting Held

On September 18–19, a key exchange meeting on pollution reduction in the national oil and chemical industry was held in Shihezi City, Xinjiang. Hosted by the China Petroleum and Chemical Industry Association, the China National Chemical Industry Environmental Protection Association, the Eighth Division of the Xinjiang Production and Construction Corps, the Shihezi Municipal Government, and Xinjiang Tianye Group, the event gathered over 200 representatives from major oil and chemical enterprises, professional associations, provincial environmental protection departments, and economic development agencies across the country. Hua Shifei, commander of the Xinjiang Production and Construction Corps, and leaders from the National Development and Reform Commission and the State Environmental Protection Administration attended the meeting, while Li Yongwu, president of the China Petroleum and Chemical Industry Association, delivered a keynote speech. The conference focused on implementing the "Comprehensive Work Plan of the State Council on Energy Saving and Emission Reduction," analyzing the current status of industrial pollution control, and sharing best practices for corporate emission reduction. The goal was to elevate the industry's environmental efforts to a new level. Li Yongwu highlighted significant progress made by the petroleum and chemical sector: by the end of 2006, wastewater discharge compliance reached 95.1%, industrial water reuse was at 85.4%, CO₂ emissions were reduced to 86.9%, dust emissions met standards at 86.8%, and the compliance rate for dust emissions stood at 72.8%. The comprehensive utilization rate of industrial solid waste reached 80%, with the output value of "three wastes" utilization reaching 14.74 billion yuan. Since the start of environmental risk assessments, companies had invested over 14 billion yuan to upgrade facilities, significantly enhancing their environmental risk prevention capabilities. Despite these achievements, Li noted that there is still a gap between China’s industry and international standards, especially in terms of sustainable development. He pointed out that the petroleum and chemical industry remains the largest source of wastewater, third for exhaust gas, and fourth for solid waste, with low and unstable discharge standards that hinder long-term growth. To address these challenges, Li proposed six key strategies: first, to raise awareness and strengthen the sense of responsibility for pollution control; second, to promote a circular economy as a core strategy for industrial development; third, to leverage technological innovation for clean production and environmental protection; fourth, to advance clean production based on the current industry situation; fifth, to share successful experiences from pilot enterprises and chemical parks; and sixth, to advocate for "responsible care" and build a positive image for China’s oil and chemical industry. During the meeting, officials from the National Development and Reform Commission and the State Environmental Protection Administration shared insights on China’s environmental policies. They also visited Xinjiang Tianye Group and PetroChina Dushanzi Petrochemical Branch, gaining firsthand knowledge of local initiatives. Additionally, 15 key petroleum and chemical companies and chemical industry parks jointly issued a statement pledging to accelerate the implementation of pollution reduction measures.
