Oil and Chemical Reduction Experience Exchange Meeting Held

On September 18–19, a key exchange meeting on pollution reduction in the national oil and chemical industry was held in Shihezi City, Xinjiang. Hosted by the China Petroleum and Chemical Industry Association, the China National Chemical Industry Environmental Protection Association, the Eighth Division of the Xinjiang Production and Construction Corps, the Shihezi Municipal Government, and Xinjiang Tianye Group, the event brought together over 200 representatives from major oil and chemical companies, professional associations, provincial environmental protection departments, economic and trade commissions, and development agencies across the country. Hua Shifei, commander of the Xinjiang Construction Corps, and leaders from the National Development and Reform Commission and the State Environmental Protection Administration attended the meeting. Li Yongwu, president of the China Petroleum and Chemical Industry Association, delivered an important speech highlighting the progress and challenges in pollution control within the sector. The conference focused on implementing the "Comprehensive Work Plan of the State Council on Energy Saving and Emission Reduction," analyzing the current status of industrial pollution control, sharing best practices, and promoting more effective emission reduction strategies. According to Li Yongwu, by the end of 2006, the petrochemical industry had achieved significant improvements: wastewater discharge compliance reached 95.1%, industrial water reuse rate stood at 85.4%, CO₂ emissions were controlled at 86.9%, dust emissions met standards at 86.8%, and the compliance rate for dust emissions was 72.8%. The comprehensive utilization rate of industrial solid waste reached 80%, with the output value of "three wastes" utilization reaching 14.74 billion yuan. Since the country began conducting environmental risk assessments, over 14 billion yuan has been invested in improving facilities, enhancing the industry's capacity to manage environmental risks. Despite these achievements, there remains a gap between China’s petrochemical industry and international standards, particularly in terms of sustainable development. In terms of pollution discharge, the industry ranks first in wastewater, third in exhaust gas, and fourth in solid waste, with low and unstable discharge standards that continue to hinder long-term growth. To address these issues, Li Yongwu proposed six key recommendations: 1. Recognize the current situation and enhance a sense of responsibility for pollution control and environmental protection. 2. Leverage industry strengths and prioritize the circular economy as a strategic direction for development. 3. Rely on scientific and technological innovation to support clean production and environmental protection. 4. Promote clean production initiatives tailored to the industry’s current conditions. 5. Share successful experiences and highlight the role of pilot enterprises and chemical parks. 6. Advocate "responsible care" and build a positive image for China’s oil and chemical industry. During the meeting, officials from the National Development and Reform Commission and the State Environmental Protection Administration shared updates on China’s environmental policies. Participants also visited Xinjiang Tianye Group and PetroChina Dushanzi Petrochemical Branch, gaining firsthand insights into their pollution reduction efforts. Additionally, 15 leading petroleum and chemical companies, along with several chemical industry parks, jointly issued a statement pledging to accelerate the implementation of pollution reduction measures. This event marked an important step toward a more sustainable and environmentally responsible future for the industry.
