It is understood that although the current textile industry is basically balanced in terms of production and demand, the overall development trend is good, but it is also facing new problems. In response to the current rapid increase in production capacity of conventional chemical fiber products, and the lack of supply of functional and differentiated fibers, and the delayed development of supporting materials, the Opinions point out that in the “Eleventh Five-Year Plan” period, it is necessary to accelerate the construction of chemical fiber materials such as PX, MEG, and CPL. Raise the self-sufficiency rate of chemical fiber raw materials; increase the R&D and industrialization of non-cotton natural fiber and new solvent-regenerated viscose regenerated resource fiber; carry out the recycling development and utilization of waste polyester and recycled fiber, and increase the proportion of natural and renewable resource-based fibers. At the same time, continue to expand the application of textile products, vigorously develop industrial textiles such as medical, automotive, construction, and filter materials; by 2010, increase the differential rate of chemical fiber from the current 30% to 40%; focus on the development of cotton spinning high count yarn , combed yarns and special yarns.

People concerned with the National Development and Reform Commission pointed out that the lack of independent innovation capability is a very important issue facing China's textile industry. According to statistics, currently the entire industry R&D investment accounts for only 0.3% of sales revenue, and most of the high-tech and high-end textile equipment relies on imports. Therefore, in the future, we must strengthen the research and development of high-tech, functional, differentiated fiber and textile advanced processing technologies, clean production technologies, and key industrial equipment.

Problems such as the large gap between the central and western regions aggravated the structural contradiction in the textile industry. According to the “Opinions” and the “Eleventh Five-Year Plan” period, the coastal areas and central cities will appropriately control the expansion of the production capacity of cotton spinning and chemical fiber conventional products, focusing on breakthroughs in fashion brands, R&D and design, market control, etc.; By utilizing labor resources, raw materials, and land resources, we will develop labor-intensive processing and manufacturing industries supporting the eastern region, and undertake industrial transfer from central cities, coastal areas, and foreign countries to form a gradient industry structure with distinctive features and comparative advantages. In addition, with regard to the current situation in which the development of the industry is increasingly constrained by resources and the environment, the Opinions point out that by 2010, the use of fiber for the production value of the textile industry will decrease by 20%, and the consumption of water per ton of fiber will decrease by 20%.
