In recent years, the unclear role of domestic industry associations—such as chambers of commerce—has posed a challenge to their development. As the market economy continues to evolve and government functions shift, a new "triangle" of government-industry association-enterprise is gradually taking shape. Seizing this opportunity, many industry associations have actively redefined their roles in reform, significantly enhancing their influence and relevance.
**Serving Industry for Business**
Chen Shujin, vice president and secretary-general of the China National Textile and Apparel Council, has positioned the textile industry association as a key service-oriented organization. Since the dissolution of the former Ministry of Textiles in 1999, the association has taken on the responsibility of ensuring the stability and growth of the textile sector. They’ve come to realize that by genuinely serving the industry and enterprises, the association can maintain vitality and build strong cohesion.
Chen categorizes the association’s “service†work into two main areas: guided services and field-based services.
**Guided Services**
This includes organizing and publishing the "Eleventh Five-Year Plan" for the textile industry, outlining technological development, analyzing economic performance, establishing early warning systems for the chemical fiber industry, tracking product trends, guiding investment directions, and promoting self-discipline activities and staff skill competitions. These efforts aim to guide the industry toward international trends, align with national economic goals, and ensure it operates in the best interest of the entire sector.
**Field-Based Services**
The association also provides direct support through consulting activities across different regions, organizing domestic and international exhibitions to help companies expand their markets, establishing textile industry clusters, assisting in industrial upgrades, conducting training programs, holding technical exchanges, and developing standards. Additionally, they assist with information system construction and address diplomatic issues related to trade disputes, offering real-world support to enterprises.
Wu Rongkang, executive vice president of the China Coal Industry Association, believes that for industry associations to be effective, companies must feel they are part of a true “home.†In recent years, the coal association has helped member companies develop strategies, solve technical challenges, improve technology, and provide market-focused information. They’ve also worked to resolve inter-industry conflicts and tackle issues like talent attraction, safe investment, and the transformation of aging mining areas—efforts that have been widely recognized by members.
According to Wu, the association follows several key principles when representing enterprise interests:
First, it adheres to national guidelines and policies. The association regularly submits reports, letters, and policy recommendations to the State Council and relevant ministries, highlighting issues such as unreasonable burdens, increased input, and the need to regulate the mining market. It advocates for fair coal price adjustments that align with national laws and policies.
Second, it follows the principles of market economy. Beyond identifying problems, the association offers solutions grounded in market rules, helping enterprises transition from outdated growth models to more sustainable practices.
Third, it prioritizes the long-term sustainability of the coal industry. The association refuses to support any requests that violate environmental standards, fail to meet restructuring requirements, or compromise mine safety. Through routine operations like mine order rectification, resource review, and system certification, it ensures that only responsible and compliant projects move forward.
