China National Petroleum Corporation (CNPC) has emphasized that not only should its sales and profits rank among the top companies nationwide, but it must also lead in building resource-saving enterprises. This goal was clearly stated at the recent conference on constructing a resource-conserving enterprise, which concluded on September 10. The company's targets include achieving a 100% compliance rate for wastewater and waste discharge, a 100% disposal rate for solid waste, and a 20% reduction in major pollutant emissions compared to 2005 levels. By 2010, the comprehensive utilization rate is expected to reach 70%, with the chemical sector's reuse rate reaching 97%, and wastewater reuse hitting 40%. The plan also aims to save 60 million cubic meters of water and reduce energy consumption by 1.5 million tons of standard coal.
During the "Tenth Five-Year Plan" period, CNPC saw significant improvements in environmental performance despite a 27% increase in commodity volume and expanded equipment capacity. In 2004, wastewater discharge reached 18,192 tons, with a compliance rate of 98.7%. Petroleum content in wastewater dropped by 56.5% to 512.7 tons, while COD emissions fell by 44.8% to 14,262 tons. Energy consumption decreased by 1 million tons of standard coal, and fresh water use dropped from 520 million to 290 million cubic meters between 2000 and 2004. Water costs were reduced by nearly 100 million yuan, and total energy costs fell by 2.036 billion yuan. Steam condensate recovery increased from 60% to 80%, and water recycling rates rose from 94% to 96%.
Over the same period, CNPC invested nearly 2.5 billion yuan in environmental protection projects. From 2002 to 2005, 2,583 clean production initiatives were implemented, costing 530 million yuan and generating 780 million yuan in economic benefits. Out of 67 energy consumption indicators, 52 achieved their best historical performance.
In the first half of this year, CNPC reported a main business income of 335 billion yuan and a net profit of 61.6 billion yuan, ranking first among industrial enterprises in China. Its net profit alone accounted for one-fifth of the total net profit of all state-owned and state-controlled enterprises in the country during the same period.
According to statistics from relevant government agencies, China still largely follows an extensive growth model characterized by high consumption, waste, heavy pollution, and low efficiency. In 2004, the economy grew by 9%, but energy consumption increased by 15%. China's energy efficiency and industrial water reuse rates are about 10% and 25 percentage points lower than those of developed countries. Per unit GDP, energy and water consumption are 3.4 and 4 times higher than the global average, respectively. The energy consumption of major industrial products is 40% higher than international standards. Sulfur dioxide and smoke emissions from energy use account for over 80% of total emissions, and low water efficiency leads to significant wastewater discharge, with industrial wastewater making up around 50% of total wastewater.
