China National Petroleum Corporation (CNPC) has set ambitious goals not only to rank among the top companies in sales and profits nationwide but also to lead large enterprises in building resource-efficient and environmentally friendly operations. This vision was clearly outlined at the recent conference on constructing a resource-conserving enterprise, which concluded on September 10. The target is to achieve full compliance in wastewater and waste discharge by 2010, with 100% disposal of solid waste, a 20% reduction in major pollutant emissions compared to 2005 levels, and a 70% comprehensive utilization rate. The chemical industry aims for a 97% reuse rate, 40% wastewater reuse, saving 60 million cubic meters of water, and conserving 1.5 million tons of standard coal. During the "Tenth Five-Year Plan" period, CNPC saw significant improvements in pollution control and resource efficiency despite an increase in production capacity and commodity volume by 27%. In 2004, wastewater discharge reached 18,192 tons with a compliance rate of 98.7%, while petroleum content in wastewater dropped by 56.5% to 512.7 tons. Chemical oxygen demand (COD) emissions fell by 44.8% to 14,262 tons, and energy consumption was reduced by 1 million tons of standard coal. Freshwater usage dropped from 520 million to 290 million cubic meters between 2000 and 2004, saving nearly 100 million yuan in water costs. Energy expenses decreased by 2.036 billion yuan, and steam condensate recovery rose from 60% to 80%, with water recycling increasing to 96%. Over the "Tenth Five-Year Plan," CNPC invested nearly 2.5 billion yuan in environmental projects. From 2002 to 2005, 2,583 clean production initiatives were implemented, costing 530 million yuan and generating 780 million yuan in economic benefits. Out of 67 energy indicators, 52 reached historical highs. In the first half of this year, CNPC reported main business revenue of 335 billion yuan and net profit of 61.6 billion yuan, ranking first among China's industrial enterprises. Its net profit accounted for about one-fifth of all state-owned and state-controlled enterprises' net profits during the same period. According to official data, China still relies heavily on an extensive growth model characterized by high resource consumption, waste, heavy pollution, and low efficiency. In 2004, the economy grew by 9%, but energy use increased by 15%. China’s energy efficiency and industrial water reuse rates are approximately 10% and 25 percentage points lower than those of developed countries. Per unit GDP, energy and water consumption are 3.4 and 4 times higher, respectively. The energy consumption of major industrial products is 40% higher than international standards. Emissions of sulfur dioxide and smoke from energy use account for over 80% of total emissions. Low water efficiency and high industrial wastewater discharge—around 50% of total wastewater—continue to harm the water environment.
