The environmental protection department determined the fourth phase emission limit (hereinafter referred to as "National Four Standards") of "Light Vehicle Pollutants Emission Limits and Measurement Methods (Phase III, IV in China)" (GB18352.3-2005) to be implemented on July 1. Almost a month has passed and the standards have not yet been implemented. Since the environmental protection agency had previously postponed the implementation date twice, was this time considered to be postponed again? There have been many discussions in the industry.

Only a few cities implement the national standard

The reporter’s investigation found that so far only a few cities have explicitly issued regulations that require the implementation of the National IV standard. The Wuhan Environmental Protection Bureau and the Traffic Management Bureau jointly issued a notice a few days ago that, as of July 1, this year, newly-purchased vehicles that do not comply with the national standard and vehicles imported from other places may not be registered or registered in Wuhan. Similarly, the Guangzhou Municipal Bureau of Environmental Protection has also issued a notice on the implementation of national standards for diesel vehicles and heavy-duty gasoline vehicles from July 1. At present, only Beijing, Shanghai, Hangzhou, Nanjing, Ningbo, Quanzhou, Guangzhou, Shenzhen and other 18 cities and regions have implemented the medium- and heavy-duty commercial vehicle state-four standards.

Insufficient oil standards for expensive models

It is reported that the National IV standard cannot achieve national popularization within a predetermined period of time, first of all in connection with the shortage of oil supply in most regions. At present, only a few cities such as Beijing, Shanghai, and Guangzhou have national diesel supply, which restricts the popularity of the National IV model. Second, the expensive price of the National IV model also scared off some consumers. Due to the upgrading from the National III standard to the National IV standard, medium- and heavy-duty commercial vehicles are required to install a Selective Catalytic Reduction (SCR) system, which uses urea solutions to treat the nitrogen oxides in the exhaust gas, which will increase the cost by about 10%. "In addition, the national diesel price is also higher than Guosan Diesel, and some long-distance passengers are more difficult to accept." A person in charge of a 4S shop told reporters.

In view of the above situation, the implementation of the National IV standard in the Pearl River Delta region is much more sensible. Some cities in the Pearl River Delta region issued a document saying that the implementation of the Fourth National Standard in the region will be based on the supply of National IV diesel, that is, if there is a national standard for the supply of oil products, it will implement the Fourth National Standard; if there is no relevant oil product , it will not be implemented for the time being.

Vendors are ready to meet standards implementation at any time

Although the National IV standard has not yet been enforced nationwide, many heavy-duty auto makers have already taken a positive attitude in preparing for the implementation of the National IV standard.

The head of Dongfeng Commercial Vehicle Planning and Communication Department said: “We started the technology upgrade two years ago for the commercial vehicle country IV standard. On July 1, we were able to launch products that meet the national standard in accordance with national standards. We have already prepared adequately.” Commercial vehicles such as Suzhou Jinlong, Zhongtong Bus, Changlong Bus, China National Heavy Duty Truck, Shaanxi Automobile, etc. have already developed medium-sized vehicles that meet the national standard.

As early as 2007, Shaanxi Automobile successfully developed the first high-end heavy truck in the country. In June 2009, Shaanxi Automobile's Cummins four-series heavy trucks were first listed.

Changlong Bus started researching and developing clean energy and new energy vehicles as early as 2011. At present, it has successively developed new gas buses that meet the national and national standards.

The domestic mid-to-high end light truck brand Foton Aoling has also taken the lead in entering the “National 4 State”. Zhao Jianmin, director of Foton Automotive Ao Ling’s business, once told the media that the fourth national technology has not been an obstacle to Ao Ling, and All Bell’s National IV product has been fully developed.

Valin Xingma Chairman Liu Hanru said at the beginning of this year that they are ready to meet the national standard. He also said that the high-power engines of the StarKama CM6D18 and CM6D28 series are in line with international standards, and they are optimistic about the performance of these two engines in the implementation of the national standard.

It can thus be seen that the implementation of the National IV standard by the state is not a big problem for the manufacturer. As long as the supply of oil products is timely, it is believed that the implementation of the Fourth National Standard is no longer far away.
